SINGAPORE, Dec. 23 (Xinhua) -- The Singapore Flyer started turning again at about 11 p.m. (1500 GMT) on Tuesday, six hours after the observation wheel grounded to a halt because of a technical fault, local media reports.

The Strait Times said on its website that some 173 people were stuck in the capsules of the wheel. Passengers were rappelled down from the capsules. Ambulances and Singapore Civil Defense Force crews were also on hand, but there were no reports of any injuries or medical emergencies.
