Vietnamese officials sent to dodgy ‘foreign training courses’ in Singapore

Thao, who heads a medical institute in HCM City, was awarded a doctorate by ‘Preston University,’ a US-affiliated school in Singapore, in late 2007, after one year of study. Thao said she did not have any information about Preston University before she registered to study there. Thao said when she attended a celebration at the Institute of Oriental Research and Development (IORD) in HCM City in 2006, she saw with her own eyes that Preston University has awarded many doctorate degrees. Thao then asked some people about the training program and was told it is very good. She decided to enroll. All the administrative procedures were handled by IORD, which then billed Thao for 15 million dong. Tuoi Tre newspaper checked up and found that Preston is also an unaccredited ‘university’ which has often changed its address in the US. Meanwhile, the tuition for the course was very high, $20,000.
