OPINION: Singapore's population grew 80 percent but National Service conscripts fell by 50 percent

The Star Online, 30 Nov 2013
In 1967, for example, the first batch of National Service conscripts totalled 55,000, but the current annual average is 27,000, only half that number.
So as the population grew from three million in 1990 to 5.4 million in 2012, the number of annual 18-year-old NS men has continued to decline, a source of concern for state military strategists.
Year after year, lower birth rates have reduced the number of 18-year-old men on call up for the two-year military service and, subsequently, 10 years of reservist duty.
The population has grown significantly, but nearly 40 % are foreigners, most of whom are not required to serve. Full story

Chan Chun Sing dodges issues raised by employers on National Service

XIN MSN News, 27 Sep 2013
Second Defence Minister Chan Chun Sing said it was difficult to have a single policy to offer greater flexibility for firms and employees when it comes to National Service.
He said the different needs of firms and varied vocations of Singapore's civilian soldiers meant that finding a one-size-fits-all approach will not be easy. Full story

PRs and foreigners slam PAP MP Hri Kumar's NS tax proposal

inSing.com, 20 Feb 2013
Marcelino Jr, who works as a senior manager with the Singapore Sports Council, agrees that the tax goes against current government efforts to integrate new citizens and will drive a wedge between local Singaporeans and foreigners.
He also criticises one of Hri Kumar’s points that low wage Indian workers be left out of the tax equation, as being unfair.
“If the tax is meant to offset the per-unit cost of security to each person in Singapore, then it has to be fair across the board – to all who do not contribute to NS. That means everyone foreign including foreign domestic workers. It shouldn't matter whether (they are) skilled, unskilled or professional,” the 43-year-old Filipino said. Full story

OPINION: Why the National Defence Duty will not work - Siew Kum Hong

Siewkumhong.blogspot.sg, 15 Feb 2013
Hri Kumar's suggestion makes perfect sense -- if you see the world through the lens of rational economic theory and you think of people as homo economicus. Male Singaporeans suffer a disadvantage because of NS, so let's apply a tax to make male PRs/foreigners equally disadvantaged. Perfect economic sense, and true to the PAP's technocratic bent.
Except that the world is about much more than economics, and people are homo sapiens not homo economicus. We've traditionally talked about NS as a noble sacrifice, a ritual that turned boys into men. More recently, we've seen it also as a great social leveller that helps Singaporeans from different socio-economic classes mix and understand each other in a way that schools no longer allow... PAP MP Hri Kumar suggests "Cash for NS" scheme for PRs' sons who don't want to serve NS

Yahoo! News Singapore, 13 Feb 2013
Bishan-Toa Payoh GRC member of parliament Hri Kumar Nair has proposed that all permanent residents (PRs) and foreigners pay a new National Defence Duty tax and have the money placed in a trust fund for men in National Service (NS).
"In short, we do duty, they pay a duty. Since PRs and foreigners cannot contribute manpower to our SAF and Home Team, they make a financial contribution to the protection and preservation of their lives, families, jobs, investments and properties," said Nair, who is a director at law firm Drew & Napier. Only 30 percent of all sons of PRs do National Service

Yahoo! News Singapore, 6 Feb 2013
People’s Action Party’s deputy party whip Inderjit Singh on Tuesday urged the government to stop the growth in the number of permanent residents and new citizens, and focus on improving the lives of Singaporeans.
He also noted that Singapore already has too many PRs and are enjoying full citizen privileges without the citizen’s responsibilities. In an example of the latter, he said only around 30 per cent of all boys of PRs do national service.
In line with this, he said children of PRs must be made to do national service and that the government should make it an offence for them not to do so. Full story

Our NSmen who are serving the nation deserve better treatment than this

The Temasek Times, 1 Jul 2012
An NSman reported sick after feeling giddy during a Remedial Training (RT) session only to be told by the SAF Medical Officer (MO) on duty that he could only see him if he collapse!
The shocking incident took place yesterday evening at around 4pm at Maju Camp along Clementi Road. All combat-fit NSmen have to go for regular IPPT tests failing which they will have to go for compulsory RT sessions till they pass.
According to a lengthy email we received from NSman Mr Yang which was also forwarded to the Prime Minister’s Office, he felt giddy and was about to faint during the training and was told to fall out by his Physical Training Instructor:...Full story
