Singapore in spotlight over soccer match fixing

The Washington Post

SINGAPORE — At a Singapore Pools betting booth in Geylang, an area of Singapore known for its rows of 19th century “shophouses” and red-light district, gamblers line up patiently to place bets on the lottery and the weekend’s soccer games.
Posters pasted on the wall advertise an African Nations Cup, while electronic screens display the odds for games in the English premier league, matches in Germany and Australia, as well as neighboring Malaysia and local teams in Singapore.
Low Hong Teck, an electronics salesman who is picking out games on the screen, says he bets on matches occasionally, never risking more than 20 to 30 Singapore dollars ($16 to $24). “It’s just for fun,” he says.
Yet the fun is being drained from the sport as Singapore finds itself in an uncomfortable global spotlight in a sprawling match-fixing scandal. Full story

Singapore hit by currency fixing claims - BBC

BBC News, 8 Feb 2013
Non-deliverable currency forwards, or NDFs, are not a tool that many individual investors may be familiar with.
But they have been getting a lot of attention recently, not least because they could be at the centre of the claims of a currency-rigging scandal in Singapore.
They let traders buy and sell emerging market currencies, such as the Indonesian rupiah, the Malaysian ringgit or the Vietnamese dong. Full story

Soccer scandal shows darker side of regimented Singapore

Reuters, 7 Feb 2013
Singapore has long cultivated a reputation as a clean, safe and regimented place to live and do business in a turbulent region, but the apparently major role of Singaporeans in a global soccer match-fixing scandal shows a seamy underside often out of view.
The soccer scam, graft cases against high-level officials and revelations that some bank traders colluded to manipulate currency rates run contrary to the image of an orderly society, well-swept streets and manicured greenery in a place dubbed "Disneyland with the death penalty" by writer William Gibson. OPINION: PAP Town Councils develop the software for $30M before selling to AIM for $140K?

TR Emeritus, 23 Jan 2013
A media statement [Link] carried 2 January 2013 on the PAP’s official website, says that PAP-run Town Councils (TCs) entered into an agreement with NCS to develop a computer system in August 2003:
In 2003, the TCs wanted to harmonise their computer systems. Hence, in 2003, all the TCs jointly called an open tender for a vendor to provide a computer system based on a common platform. NCS was chosen to provide this system. The term of the NCS contract (“NCS contract”) was from 1 August 2003 to 31 October 2010. There was an option to further extend the contract for one year, until 31 October 2011.
So the contract was negotiated between NCS and TCs in 2003, some time before August. This falls into the timeframe when Mr Tan was Deputy Director of Enterprise Software group in NCS (Oct 2001 – Mar 2004). Since Mr Tan listed the deal with TCs as one of his key achievements in NCS, we assume that the computer system developed by NCS for the 14 PAP TCs cost $30 million (including hardware, vendor software and the developed software), as stated by Mr Tan in his achievements.

Darinne Ko had an 'abortion': CPIB officer

Yahoo! News Singapore, 17 Jan 2013
Darinne Ko Wen Hui, the key witness in the sex-for-grades case against a state university law professor, told investigators she had been pregnant and had an abortion, the court heard on Wednesday.
"I found out that Darinne Ko was already cooperating with the investigations that confirmed sexual relationship, gifts and had told us about her pregnancy and abortion," Bay Chun How, chief special investigator for the Corrupt Practices Investigation Bureau said on the witness stand. Full story

Darrine Ko recounts her ordeal during CPIB interrogation, and meeting with director Teng Khee Fatt

inSing.com, 14 Jan 2013
On Monday, she told the court she was taken to the bureau at about 7am or 8am during the university examination period, and she spent more than 12 hours there.
Almost 12 hours later, she was taken to meet CPIB’s deputy director Teng Khee Fatt and the bureau’s officers told him she had been uncooperative during interrogation.
Ko alleged that Teng told her at the meeting that the evidence she gave was not "making the element of the charge" against Tey.
The bureau's deputy director, she claimed, wanted her to write that she had given Tey the gifts because she wanted "favour" from him.
When she did not want to do it, the two of them supposedly argued about the exact words to use in her statement, and settled for "undue prejudice". Ko said she was “slightly more comfortable with that compromise”, but it was still not an accurate account of "the true state of affairs", which was that she gave the gifts because she and Tey were in a relationship. Darinne Ko Wen Hui claims coercion by CPIB, Prosecution to impeach her

XIN MSN News, 12 Jan 2013
SINGAPORE: The prosecution in the sex—for—grades corruption trial involving a law professor, turned against its key witness on the second day of the hearing by impeaching her credibility.
It argued on Friday that star witness Darinne Ko Wen Hui’s testimony on Thursday had deviated from her first statement to the Corrupt Practices Investigation Bureau, taken in April last year.
In a dramatic twist to the closely—watched trial, Ms Ko said she was coerced into making parts of her first CPIB statement.
She said the CPIB recording officers were only willing to record some of what she told them.
The 23—year—old added that in relation to the gifts she showered on Tey, one CPIB recording officer "received specific orders" to record within the parameters of her agreement "with the (CPIB) boss". Full story

Teo Chee Hean claims PAP unaware of SMS exchanges between Michael Palmer and Laura Ong

Omy.sg, 17 Dec 2012
The People's Action Party "was not aware" of the SMS and e-mail exchanges between former Member of Parliament (MP) and Speaker Michael Palmer and Ms Laura Ong.
Deputy Prime Minister Teo Chee Hean clarified that he did not know about the exchanges when Mr Palmer had first approached him over his extramarital affair with Ms Ong on Dec 8.
The New Paper revealed in a report last Thursday that it had received the exchanges from an unnamed source on Dec 8, and speculation has been rife that it was this that drove the former MP to resign from politics. Full story

OPINION: A right and honourable thing? - mrbrown

mrbrown.com, 14 Dec 2012
TODAY: Palmer resignation "right and honourable":
Former Speaker of Parliament Michael Palmer "did the right and honourable thing" by resigning, Minister of State (Health and Manpower) Amy Khor said yesterday.
"Like many others I am very shocked and saddened by the news of Michael Palmer's resignation under such circumstances," she said.
"In fact my heart goes out to the family but I think he did the right and honourable thing to resign because MPs and politicians must uphold the highest standard of integrity in personal conduct in order to earn the respect and trust and confidence of people who have elected us to represent them."
Amy Khor, there was nothing "right" or "honourable" about this whole sordid affair. If an affair is about to leak, with all the emails and SMSes already in the hands of the press, what else is there to do BUT to confess and resign?
You'd think Michael Palmer won the Nobel Peace Prize for Curing Cancer for Little Kittens or something, the way Amy Khor put it.

Teo Ser Luck denies being close to Laura Ong

inSing.com, 14 Dec 2012
In a bizarre find, a blog created yesterday – when news of his resignation broke – holds a collection of photos showing Ong on a trip to China with grassroots colleagues, including Mayor of North East District Teo Ser Luck. A few of them showed Teo striking funny poses and Ong laughing along.
When asked by inSing News about the photos and if he was close to her, Teo, 42, would only say: “She was the constituency director of Punggol South where I was the MP before 2011 General Election until she (was) posted to Pasir Ris West. The photos were taken during a grassroots leaders’ overseas retreat for staff members and volunteers.”
He added that Ong was “a diligent employee that works well with staff members and volunteers”. Full story

Was Laura Ong caught in love triangle?

Yahoo! News Singapore, 12 Dec 2012
The Straits Times on Friday reported that the 33-year-old former grassroots director was in a "serious relationship" with a logistics manager, Andy Lim, for close to two years when she began dating Palmer.
Sources told the paper that Lim, who is in his early 30s, would have been one of the few people to have had access to the SMS and email exchanges between Ong and Palmer.
These exchanges exposing their intimate relationship had been sent to The New Paper by an anonymous source on Saturday -- the same day Palmer came forward and confessed to DPM Teo Chee Hean.
Not much is known about Lim except that he is a Anglo-Chinese School and Royal Melbourne Institute of Technology (RMIT) alumni. They reportedly met when he was a grassroots volunteer at Punggol South ward and as recently as two weeks ago posted Facebook photos, which have since been deleted, of a recent trip they made to Johor Bahru's Legoland, reported The Straits Times. Yahoo! News Singapore, 13 Dec 2012
Residents in Punggol East Yahoo! Singapore spoke to reacted with shock and surprise over the sudden resignation of their Member of Parliament and Speaker of Parliament, Michael Palmer on Wednesday for “improper conduct” with a former PA staffer.
48-year-old Mrs Cheung, a homemaker living in Punggol, was taken aback by Palmer’s sudden decision.
“I met Palmer once when he was walking around just to greet residents. All of us, including my friends, find it hard to accept the news because we saw his wife before and she looked lovely. It is really unexpected for him to do such a thing because he looked like a stable man. My friends and I still cannot believe what happened,” she said. Full story

OPINION: Singapore Caps Year of Lust With Parliamentary Affair - Bloomberg

BusinessWeek, 12 Dec 2012
The resignation of Singapore Speaker of Parliament Michael Palmer yesterday over an extramarital affair came two days after readers of the island’s largest Chinese newspaper called 2012 a year of lust.
The former heads of the anti-drug agency and the Civil Defence Force were prosecuted earlier this year for obtaining sexual favors in exchange for contracts. Prime Minister Lee Hsien Loong, whose government has cultivated an image of being clean, ethical and efficient, said yesterday that lawmakers in the ruling People’s Action Party must maintain the “highest standards of personal conduct.”
Earlier this year, more than 50 men, including a former bank executive and a school principal, were charged for having sex with an underage prostitute. The former Central Narcotics Bureau chief faces four counts of obtaining oral sex last year from a 36-year-old executive in exchange for assisting her companies Hitachi Data Systems Pte and later Oracle Corp. to win contracts with the agency.
