Forging university certificates is usually punishable by a four-week jail sentence, but 25 year old Pan Hongling escaped with only a fine of S$15,000 after she appealed to the Chief Justice.
Ms Pan came to Singapore to work on a ‘S’ pass with a fake diploma from China’s Dalian University. In her ‘S’ pass application form which was submitted to the Manpower Ministry (MOM), she declared that the particulars listed in the forged academic certificate were accurate, but a subsequent check with the university revealed that Ms Pan did not graduate from it.
