SINGAPORE, April 10 (Xinhua) -- Singapore's public housing Board said on Thursday that build-to-order (BTO) flats will constitute the main supply of new flats going forward.

The BTO projects, which has been in place since 2001, will only commence when a majority of the units have been booked to avoid over-building.

The Housing and Development Board (HDB), the builder and manager of Singapore's public housing, also said it is the norm that buyers have to wait about three years before the new flats are ready.
