When URA sells the land to developers, there is an estimate on how many units can be built per plot. In most cases, the developer ends up building more units than estimated by the Govt.
Thanks to the popularity of smaller units, developers have been making changes to match the demand. In 2007, the actual units built was only 3% more than the estimate. In 2010, the number was 19% more. Full story
