Singapore's landmark underground oil storage facility could see construction work begin after February for the $460 million (S$700 million) first phase of development.
Government agency JTC Corporation next month will decide on the main building contractor as well as the operator for Jurong Rock Cavern (JRC), located on Jurong Island.
