"Low pay for ministers is common in western style democracies where the electorate expects politicians to accept below-market salaries as a demonstration of their commitment to an honourable cause. The notable exception is Singapore which pitches ministerial pay at the top pay in the private sector, resulting in its prime minister being the highest paid head of government, earning US$1.6 million a year."
