Singapore: Kickbacks to hire foreign workers illegal

New rules will be imposed to make it clear it is an offence for employers to receive kickbacks to hire foreign workers, and for employment agencies to make such offers, said Acting Manpower Minister Gan Kim Yong yesterday. Reported in the Straits Times the rules are intended to prevent exploitation of foreign workers under rebate schemes, as some agents have been offering employers $2,000 to $3,000 for every worker they hired, which is then used to cover the foreign worker levy of $240 to $450 a month for an unskilled worker. Mr Tan stated employers are not allowed to recover the levy from their foreign workers. Those who did could now face a fine of up to $5,000 or six months' jail, or both, and be barred from hiring foreign workers.
