SINGAPORE, Jan 28 — Could a housing policy, similar to the one introduced to ensure a mix of ethnic groups in public estates, be adopted to integrate new Singaporeans?“It’s a very valuable instrument,” acknowledged Minister Mentor Lee Kuan Yew.
