OPINION: PAP should come clean on the "option" clause in Town Council new software tender

Breakfast Network, 3 Apr 2013
The most interesting bit about NEC winning the PAP town council software tender is this phrase that was in ST….
It quoted PAP’s Teo Ho Pin as saying that “the published value of NEC’s bid of $17.6 million included an option that would be triggered if there were an electoral boundary change”.
Now what is this option? The whole issue arose because town councils changed hands – from the People’s Action Party to the Workers Party.
Granted an electoral boundary change isn’t the same as a political handover, but shouldn’t this “option” be clarified given the public interest in the issue? Full story
